PESA brings together recent outturn data, estimates for the latest year plus spending plans for the rest of the current spending review period. PESA presents spending against two Treasury-defined frameworks:
Key budgeting and functional spending data from PESA are updated three times a year through press notices and publication on the Treasury website. The data are released in accordance with the National Statistics Code of Practice.
PESA is available to download in Adobe Acrobat Portable Document Format (PDF). PESA consists of four main sections, which are divided up into separate chapters. Each chapter contains a number of tables that are either based on the budgeting or the expenditure on services (TES) framework. Additional information about each section can be found when following the links.
Due to changes in data coverage and classification, we advise against the splicing of PESA 2010 with previous PESA publications.
The Government uses budgeting aggregates to plan and control expenditure. These aggregates are Departmental Expenditure Limits (DEL) and Annually Managed Expenditure (AME). DEL are firm plans for three years for a specific part of a department’s expenditure. AME is spending in TME that is generally less predictable and controllable than expenditure in DEL. These aggregates are reconciled to a measure of total public sector spending - Total Managed Expenditure (TME), which is drawn from the National Accounts.
Functional spending is based on the expenditure on services framework (TES), which broadly represents the total current and capital spending of the public sector. It therefore includes spending by departments, the devolved administrations, local government and the capital spending of public corporations. The allocation of public spending to function is generally consistent with the United Nations’ Classification Of the Functions Of Government (UN COFOG).
TES is also broken down by economic categories, such as pay, procurement and grants.

PESA provides information on spending by country and English region based on the expenditure on services framework (TES). The regional allocation is defined by the location of individuals and enterprises that benefited from public spending. The information that feeds into these analyses is gathered in a separate data collection exercise in the winter preceding the publication of PESA.
The following tables provide Departmental Expenditure Limit (DEL) reconciliation of each Devolved Administration between the settlement arising from the 2007 Comprehensive Spending Review and the data published in PESA 2010, tables 1.3 and 1.6 of chapter 1.
