Provides empirically based optimism bias uplifts for the capital expenditure costs of selected classes of transport infrastructure projects, as well as guidance on applying these to individual projects. It also discusses the underlying causes and institutional context for optimism bias in British transport projects and discusses some possibilities for reducing optimism bias.
