Impact Assessments must generally be produced for interventions of a regulatory nature, and a competition assessment must be produced as part of this to consider whether the proposal will have a significant effect on competition. This guidance provides advice on answering the four questions in the competition assessment. Whilst the guidance has been designed to assist with the impact assessment process, the framework can be used to assess the competition effects of any other interventions.

Guidance on assessing whether a proposed subsidy is likely to have a significant effect on competition and, if so, incorporating this competition consideration into the wider appraisal of the proposal. The guidance applies to subsidies where the total public funding in a policy, programme or project will benefit an individual recipent with a market share exceeding 5-10% of the affected market by more than £500,000 in a period of 3 fiscal years.
