Release of a report, conducted by the Cabinet Office and dating from 1986, into territorial expenditure across the United Kingdom.
The report was commissioned to provide advice to the Cabinet. As such, the qualified exemptions at section 35(1)(a) and (b) of the Act were engaged.
On balance, and taking account of all the factors identified, the Treasury considered that although this information was sensitive at the time, it predates devolution and the public interest in withholding no longer outweighs the public interest in release some twenty-three years later.
However, in respect of two paragraphs concerning collective decision-making, the development of policy, and advice provided to Ministers, the public interest in withholding remains greater than that in releasing. Accordingly these paragraphs have been redacted from the report.
