Request:
Request for information and conclusions on the trial in 2005 of an amended format for submissions officials make to Ministers which would identify information for proactive release.
Disclosure:
Officials make formal submissions to Ministers on a range of topics. In preparation for the implementation of the FOI Act in Jan 2005 the Treasury took part in a trial of a new format, where information which could be released under FOI was separate identified. The trial concluded that the approach was not easy to use; did not suit the Treasury as information was already released on most substantial decisions and failed to make it easier to release information in response to individual requests as assessment was still required at the time of the request to adequately weigh up the case for release. The three attachments show the conclusions and report.
