Heavily Indebted Poor Countries (HIPC)

Request:

Details of UK government studies in the last year which assess the economic and/or development impact on poorer countries of reducing or eliminating their debt burden.

Disclosure:

There have been no studies have been carried out by the UK government on the economic or developmental impact of debt relief on poorer countries in 2004. Information on this issue comes from discussions with beneficiary governments, who set out the use of debt service savings in their poverty reduction strategies. The World Bank and IMF have also set out the studies from their debt departments here:

Our debt data comes from HIPC documents, the World Bank website, and the World Bank’s annual Global Development Finance publication.

The European Commission also commissioned a study on this issues which was published last year:

Treasury also produced a joint paper on debt relief with the Department for International Development. This paper, which although not a study on the economic impact of debt relief, does set out the Treasury’s view on the benefits of debt relief and the UK proposals for 100 per cent multilateral debt relief, and is available below:
